I guess I would take issue that 5 lbs. is 0.15 of 1%, and that the scales are 
not that accurate.

1.5" wider wheels doesn't automatically allow wider track.  Width can be 
added to inside or outside, and track changes will result, depending on how 
you widen the wheels.  I have no problem with this DSQ.

1)  Driver 1 should be pissed. 
2) They could've imposed less penalty, but then there is the arguement that 
"an illegal car finished ahead of a legal one."
3) Driver 1 should lose weight  :-)  (Couldn't resist!)
