The ST rules do say something about the modifications to the cars being fully
legal for street use anywhere in the country. I don't think it would be much
of a stretch to apply this to tires. I know I got some quizzical looks from
some of my competitors at one event last season when I competed on some very
slick AVSi's.
Try Section 3.3d for all other classes. Treadwear bars would still be okay,
but there is a limit... even for R-tires.
