George,

   The failure of the shock mounts and torque tubes are a little of both;
poor design, and rot.

   As to other rust problem areas:
1. Sill plates at "A" and "B" pillars - check the mounting holes also,
2. Plenumn,
3. All reinforcement plates on the chassis,
4. Shock towers,
5. Transmission cross brace,
6. All metal reinforcement plates under the floor pan
7. Bottom of door frame
