Indeed it is if not regularly driven or the fuel
filter isn't doing a good job, so I would check for a
leaking/sticking inlet and/or power valve. 

I'm way out of date on what's available, but since you
know the one you have will pass when working properly
I recommend just cleaning and/or rebuilding it.  FWIW
though, the first weekend I had mine I swapped out the
stock POS Motorcraft with a Holley 0-4412 2bbl and
added their electric choke kit to get acceptable
drivability/performance.
