Perhaps the key to your problem is in the second part of your statement.
You replaced the hood latch and now you have the shock problem.
If the hood latch was installed too low that may allow the hood to be
lowered just enough more to cause the shock interference.

Also compare the top mount of the new and old shocks to see if there
are any differences. Product quality control from vendors isn't what
it once was. Does your hood have the recess for the shock  to fit in?
Is it possible to rotate the top mount shaft 180 degrees and lower the
top of the shock?
