Any city you can find on the map is like this today.
Stealing something is almost legal and the cops only
chase people driving a little too fast. They picked
up a guy here locally who had stolen and stipped
over 50 cars in 3 months. He got 3 months behind
bars. If the wheels are worth more that US$100.-/each
the insurance company require lockbolts to replace
them. All cars made from 1995 must have immobilizer
and all "collectible" cars must have etched license plate
numbers on all windows. A car is given a license
number that stays with the car through out it's life
so they dont change plates with a new owner. Up
to the mid-80's things were quiet here but auto
theft have increased some 1000% since then.

We're better off than in Russia where the police found
some 20 dead people in basement of a service garage.
They were customers who had dropped off their cars
for service and when they came back to pick up their
cars they were taken downstairs and shot. Their cars
were already with another owner.
