Thas sounds strange to me. If the voltage on the + coil terminal
is zero, then I don't see how the car could run at all. You need
some voltage on the + connection to build a magnetic field in the
coil in order to have the ignition function at all, so you must
have current flowing through the coil, hence a voltage drop
across the coil to get it to work.
9V with the car running sounds about right.
I will try to remember to measure the voltage on my car when I
get home tonight.
