You don't need TDC to adjust the valves.

Simply rotate the engine clockwise and see which valve is depressed. Use the
'9' method wich is: if #1 valve is depressed adjust the #8 valve. If #2
valve is depressed adjust #7 valve and so on.

I use a 27mm socket on the late motors with a 1/2" Craftsmen flexible head
wrench to turn the engine while doing the valves. The flexible head wrench
is the longest they make and gives plenty of leverage to turn the engine
over. For early cars use a 1.5" socket with the appropriate adapters. I
found this to be by far the easiest and fastest way to do the valves. Some
people push their cars and some people use the starter motor but this is the
easiest.

It can also be used when adjusting your points.
