I believe this is in reference to California Assembly Bill 2683. From
my reading of it, this is NOT a good thing! However, it has not yet
passed; the Senate still has to vote on it and hopefully it'll die there.

Californians: Read this bill carefully, and understand what it TRULY
does (http://www.assembly.ca.gov).

Why is it bad for auto enthusiasts? Because while exempting all
pre-1976 cars, in reality it permanently enrolls all 1976+ cars in Smog
Check. Right now, there is a 'rolling exemption' for vehicles 30+ years
old. This year (2004), all cars 1974 and older are exempt. Next year,
all cars 1975 and older (Note: if passed, AB2683 kicks in April 2005).
In 2006, under EXISTING law, all cars 1976 and older are exempt.
But this 'new and improved'  law PREVENTS 1976 cars from gaining
exemption!

Typical sleight of hand. Take away, while claiming to be giving.

Caveat: Most '70s cars probably don't deserve to be on the road. What
a dismal time in car building history. (Flames locally, please)
