If you mean why is one longer than the other then I can explain. There are 
wires that runs between the two pieces. It's been a while since I've seen 
them but I do believe it was the sending unit wires from the gas tank.

As for the body hold down bolts, you'll have to be more specific. There are 
different size bolts and they correspond the same from left to right side. 
So, whatcha talkin bout Willis?
