You obviously want to get the rust off the zipper without scraping up  
the vinyl.  Perhaps one of those toothbrush-size wire brushes in the  
welding aisle of your local home-center.  To lubricate, use a bar of  
soap, or a candle, and rub the soap or wax on either side of the  
zipper.  I've dealt with some pretty grody sweat-corroded zippers on  
costumes.  Mainly, be patient.
