The shop I used has a single purpose louver press - a mechanical, toggle arm
punch press with sets of different length matching top and bottom dies.  The
die sets pin into place and are interchangeable.  Only setup is to install
the dies for the size louver the customer wants, and to draw layout lines
and spacing ticks on the sheetmetal - of course the operator's experience
come into play in placing the louvers accurately.  Definitely an old school
skill.  When I dropped off my parts, he showed me a panel he had just
finished for an ambulance - flat panel with over 200 louvers......said his
arm was aching....
