There is a huge difference between a production car that is being raced and
a RACE CAR. Race cars have plenty of tire, plenty of power, and all
suspension points are usually adjustaable.

In a RACE CAR you work on the offending end of the car.  If it understeers
you work on the front if it oversteers you work on the back.

In production car being raced, it is almost the exact opposite.  You are
always just trying to balance the car for a better cornering ability. You
are diminnishing the bite on one end so that the overal grip on EACH end is
suitable for faster cornering.

I make this point because the writers of the books is the main, DO NOT HAVE
prodution cars being raced in their minds when they make these suggestions
on how to make a car handle.
