Yup. The effective spring rate is reduced when the spring is at an angle to
the movement but of course the spring itself doesn't change. At 45 degrees
it's about 70 percent of the spring rate.

Doesn't the angle of the spring affect the wheel rate since the spring has
no idea it is at an angle?
