I'm also interested in what the current thinking on this is
as I have a new garage in the pre-construction permitting
stage.

My recollection when last this came up was that folks
here recoommended against it because of PVC becoming brittle
when very cold.  Perhaps this might be a good time to
contact a PVC pipe manufacturer to see what the
manufacturer states as to types of uses the PVC pipe
is designed for.
