Regardless of whether they have seen one before, they have a book/computer that
tells them what they should find.  And while you might find one inspector who
"wouldn't notice" a blower, all it takes is one that does, and you'll be tagged
in the state database as having a modified car.  Friend of mine has a Miata with
a legal (CARB-approved) blower, and the first few places he went not only knew
what it was, but refused to deal with him.  He had to go to a smog referee and
get a letter saying the blower was legal, before any regular inspection place
would deal with him.

OTOH, they have no way of knowing what the compression or valve timing is.  If
you feel like living dangerously, upgrading the bump stick & compression should
provide a substantial increase in power, without dirtying up the tailpipe too
much.  And from what I hear, they usually turn a blind eye to exhaust mods on
older cars.
