Having participated in doing "Tech" for a number of years during my 27 years
of racing, I always started with the safety stuff first, ie that which could
kill if not proper. Either someone was asleep at the switch or this was the
result of...."Oh, he's run that car forever, it must be okay and we have a
line of cars!" At one point years ago I was cajoled into going to a HSR event
at the Glen to do Tech and swore I never would again-and haven't.
Their philosophy, at least at the time was, if the check cleared pass the car!
There were three I refused to put my name on because they were dangerously
prepared. Two did crash out and one driver was in fact injured as a result of
the prep level.
VSCCA has somewhat of a long history of coddling the T series and prewar cars.
Sadly those cars can kill you as much as any other car. A sad situation for
all involved and the family and friends. This could have been avoided by more
strict enforcement of the safety requirements.
You and I have both had rollovers and I intentionally made my bar considerably
higher than many in the field. I was an early proponent of the HANS and always
use proper gear. It's what saved my life, twice now. Until a driver
experiences the 6 to 8 Gs they are clueless what happens in a roll and think
they can "just hold on!" No way.
This unfortunate episode was one where, if car and driver were properly
outfitted, it's likely the driver could have walked away but now instead a
family mourns the loss of a loved one. This was so avoidable.
You and I are on the same page 100%.

This is exactly the kind of thing that gets missed at lots of tech sessions!!
Tons of cars in line non-qualified people that get corralled/harangued into
doing tech that aren't trained properly etc. If this plywood comment is true
the organizational body could potentially have some liability, Waiver or not.
If they have safety rules that require "X" and don't enforce it there are lots
and lots of sue happy people out there just looking for a payout.

Take your own position and make sure YOU are doing all you can to make it safe
to meet the rules or even better safer than the rules require.
