It is possible without removing the dash, with much patience and use of The 
Force. I did it on ours this past summer. 

Can?t remember all the details, but here goes. 

I removed the lower centre panel. Then removed the toggle switches (without 
moving the wires) (make sure the battery switch is turned off).  Then the 
slider knob and the two cable pull knobs. Then removed the cable pulls from the 
panel. 

I can?t recall when in the sequence I unplugged the heater wire, but suspect it 
will be obvious. I put tape on both ends of the wire so I wouldn?t loose track. 

If I recall I had to remove/loosen the bolts holding the heater valve slider 
next. (This is where The Force came in handy). I could be wrong but I believe I 
only had had to loosen the bolts and not remove them completely. 

The heater control panel can be removed with much wiggling and patience. 

The heater control cable was disconnected at the heater valve before I started 
and I could not get it reconnected. A task for next summer. 

I hope I got that in the right order.
