Is the consumption of damper oil dependent on miles driven or on time
between refills (even if the car is not driven)?

My reasoning:  it is hard to imagine where that oil is going but if the
carb casting has porosity or some other leak maybe that is your problem.
Perhaps it would leak out regardless of amount of driving.
