Keith,
It would be a toss up between; the worlds fastest motor home...mounted on a
heavy hauler chassis... Fred ?????the Dutch bicycle rider running behind a
large canopy on the back of an Indy car who was towed to 130 and then cut
himself loose and pedalled for a "record" run for a few hundred feet ...or
the bicycle built for two with awkward streamlining that went around 60 mph
for a fair distance.  Ab Jenkins ran a farm tractor fifty or so years ago. 
Bar stools are getting some real interest this year, however, 21 mph sitting
upright on a rough salt surface does sound strange. May need some serious
experience. 
Some of the sixties and seventies tiny streamliners were a bit strange,
hardly more than a streamlined body over tubing and an engine, would never
pass inspection now.  They were getting serious speeds, Eels Lohn of Ansen
Automotive and Eelco went over 200 in one that is on display at Saltair west
of SLC on I-80.
