Don't know nothing about why the rule says outside the drivers
compartment but here is some food for thought.
Nitrous Oxide decomposes at 560 deg. C (1040 deg. F) to form Nitrogen
and Oxygen (2N2O---------2N2 + O2) if the car was on fire and the nitrous
system was leaking I sure wouldn't want to chance it not adding to the
problem. Especially if it was along side of me in the cockpit. Just my
opinion though your mileage may vary.
