Yes, Roy Creel sent me the rules. The rules are pretty straight forward and
I personnaly see no obstacle to him using hydrogen as a fuel. Rules are
pretty good as far as I can tell. Oh, that the bottle valve, if I read the
BRN correctly, it had to do with opening the valve and measuring the force.
Entirely different from knowcking the valve off. Maybe that's what they did,
but doesn't say that.
Here are the rules as Roy sent them to me...

         HYDROGEN FUELED VEHICLE RULE SUPPLEMENT

1.  All  SCTA rules from the SCTA rule book must be adhered to unless
inapplicable.  (E.G.: Issues dealing with liquid  fuels, Etc. )

2. All fuel lines, valves and fittings must be designed for and compatible
with Hydrogen use. Pressure hoses must be  armor protected with steel braid.

3. Hydrogen may not be exposed to oxygen/atmosphere except within the
hydrogen intake delivery system at or near the head.

4. Fuel shall be stored and used only in a standard pressure  cylinder, with
shutoff valve and protective hard cap.  All cylinders shall remain capped at
all times except when installing or removing the regulator. Maximum cylinder
size allowed shall be "K" size - Approx. 200 Cu. Ft.

5. Extra fuel cylinders shall be stored outdoors, in a  segregated area,
outside the general pit, properly   placarded .  Storage caches shall be
limited to 10 cylinders each cache, or a maximum of 2000 Cu. Ft., and  shall
be separated from other cylinder caches by 100 Ft.  Cylinder caches shall be
chained together with a metal chain to prevent accidentally falling over.

6. Hydrogen fuel cylinders shall be mounted outside and separated from the
drivers compartment. The cylinder  valves shall be easily accessible from
the outside of the vehicle. The cylinders shall be securely mounted to the
frame of the vehicle, with a minimum of two 1/4" steel  straps , 3" wide,
and cap facing away from driver. The  cylinder mounting shall be designed to
prevent fore and  aft or lateral cylinder slide within the straps. IE: Boot
or stop plates. Pressure regulators shall be protected  from accidental high
pressure stem breakoff and supported  to prevent vibration induced breakoff.
The protection must  cover the regulator and either be attached to,  or
encompass the cylinder and / or cylinder hard hat   Cylinder mounting areas
shall be well vented to  atmosphere.  No fuel lines may pass within the
drivers  compartment.

7. Refueling shall be done only by replacing cylinders .  No cross cylinder
bleeding or filling allowed.

8. Cylinders valves shall  remain closed unless vehicle is  being started or
running. Test starting shall be done only  in the warm up area. No test
running in the pit area.

9. Each vehicle shall use standard pressure reducing  regulators on each
high pressure fuel cylinder .   Secondary line pressures shall not exceed
90 PSI nor be  capable of more than 85 CFM flow. In addition to the  normal
cylinder valve, all vehicles shall have a manual  fuel shutoff system, and
an automatic fuel shutoff system  to prevent fuel flow when the engine is
not running. All fuel system controls must be within easy reach of the
driver when strapped in with limb restraints.

10. Foot operated fuel feed valve shall have 2 separate  spring systems to
assure returning to idle flow when    released.
11. A sequential start/stop procedure shall be used to  prevent fuel
build-up and/or backflash.

12. All Hydrogen vehicles shall be clearly marked-" Hydrogen  Powered", with
letters visible from 300 feet from either  side. Each vehicle shall have
cylinder valve location clearly marked "FUEL CYLINDER MANUAL SHUTOFF".

*These rules were adopted to provide a measure of safety concurrent with
1996 technology. As new/improved technology  develops, variations to theses
rules and their ultimate  revisions will be considered. Any variation to
these rules  must be submitted in writing to the technical committee for
approval at least 45 days prior to an event. Variations  must not represent
a lesser degree of safety.
