Mayf,

To correct camber equal amounts need to be put on or removed from both front
and back bolt. Just adding to one or the other will effect caster

Also

"I was thinking that if the caster shim was put back into it's normal place
on the front bolt of the upper a-arm that this would swing the ball joint
forward a tad maybe correcting what looks to be a camber situation."

Camber does not move ball joint forward, moves it outward or inward, caster
is forward or backward.
