What I use is firmly screwed to the tank using the bolts for the fuel cap 
flange. Althoough it prevents me from laying across the tank I can get low 
enough to avoid most of the wind. It's been tested at 130 mph.

No rule to not allow it. Just make sure it can't shake loose or be a safety
issue as far as rider interferance.
Some have had small helmet cams as well.
