mps rule changes?

OK so how do I input my request for rules changes in MPS? what format? 
where/who to mail? thanks. (I'm forming metal for the motorcycle fairing 
now, and need to know! ) at this point I assume that, A: the 2003 wheelbase 
rules will take effect between MPS and APS, B: the seat height will remain 
the same i.e. 36 inches, C: the length of seat/fender will remain at the 
vertical line off the back of the tire.
