You have a good point about turbulence; perhaps a region of the body that
exhibits some (unavoidable) turbulence could be used for skin surface
cooling to augment, rather than replace, the radiator. Maybe one could then
use a smaller radiator as the primary heat exchanger.

Well,guys, this is not really a new idea, you know.  It was tried several
times on airplanes in the'20s.  Some even had cooling fins on the wing or
cowl surfaces.  Several entered The National Air Races, and every one
dropped out with overheating engines.

My guess is that it takes too much surface area to produce convective
cooling equivalent to a "radiator"-- especially considering that (on the
skin surfaces) every effort is made to MINIMIZE turbulence-- whereas you
want to MAXIMIZE turbulance for best convective heat transfer.

Also-- a (typically thin) coolant sleeve on the outside body surface is
extremely vulnerable to FOD.
