grandfathered?

if the modified frame seat height rule is to be changed, (per 2004 proposed 
rule  7f13  SEAT LOWER THAN THE TOP OF THE REAR TIRE WITH THE BIKE LOADED, 
are bikes built before the rule change to be grandfathered in, as this 
proposed rule change is changing a rule that has been in place for at least 
20 years ?
