Cool idea.

Lithium batteries weigh far less that lead acid, have lower internal impedance
(lots of current for acceleration), have exceptional energy density, and are
relatively non-toxic (no harardous waste).

The lithium mine operated by Chemetall Foote Corp. in the Clayton Valley near
Silver Peak (Esmeralda County) is the only lithium producer in the United
States.

But,
7000 lithium cells at (optimistically) $5 = $35,000
Note that a typical rechargeable lithium battery is spec'd for 500 charge
cycles.
This gives a battery lifetime range of (250 miles/charge x 500 charges) =
125,000 miles (This is waay better than current hybrids)
Cost per mile = $35,000/ 125,000 miles = $0.28/mile.
For an internal combustion vehicle that gets 28 mpg, this is equivalent to
($0.28 /mile) x (28 miles/gallon)  = $7.84/gallon

No data on range reduction while using heater (also implies more frequent
recharging)
I note the "top down" approach to air conditioning.
