I'm not up to speed (pun intended) on all the details BUT ...

As I understand it, World Finals was originally intended to be a very 
high speed ... as in 300 mph plus ... car meet.  The intent was to have 
a meet where those qualifying cars would have the additional freedom of 
shorter lines plus better temperatures.  Obviously the original intent 
blew out right from the start.  Due to some politics the original plan 
quickly reverted to just another salt flats meet.  This all happened 
before I was privy to many of the details, back when my getting free 
for a day to go to the salt was problematic due to my work schedule.  
Mid 1980's time frame.  Wasn't the Land Speed Authority originally 
designed for just that purpose?

Glen Barrett and Gary Wilkinson will verify that a third course is 
virtually impossible at Speedweek or World of Speed where there are 
already two courses for several reasons.

I can think of these logistic nightmares just to start;
1.  the timing uses wires ... where would you run them?
2.  where to you station safety equipment?
3.  what happens when there is an incident and safety equipment needs 
to cross the course?
4.  where do you get the additional course watchers?
5.  which way does a vehicle in trouble turn out?
6.  where do you put the return roads?
7.  How does the timing tower/van control the race?
