Jerry I understand your question was more about sealing or corrosion but
here is another slant.  

Your frame is a highly stressed part. However, since you most likely didn't
model it and perform FEA, we haven't a clue as to the magnitude or location
of the highest stress.  Holes can be a STRESS RAISER as well as stop crack
propagation! In your case you don't want to promote cracks! Welding tabs to
the frame would be the safest alternative.  Hint: It is much easier to drill
and tap all the tabs quickly and easily in the drill press before welding to
the frame.

(snip . . . ) Do I screw the pan into the bottom of the frame rails, or
should I weld on little tabs to attach the pan.  I know you can put a dab of
silicone on the threads and get a pretty good seal, but I wonder.
