Bob,
  The cap in my TD has a thin paper gasket in the space between the
spring clips and the outer circumference.    When you put the cap in
position, it still needs a push on the button (chain fastener) to snap it
down and into place. Once in place, it is tight.  
  Mine appears to be cadmium plated.
