Dear Larry,
Annealing is a process where a metal is softened through heating 
and gradual cooling.  Is this what you mean?
Have you tried a gear puller?
For a very stubborn bearing, the outer race can be cracked and broken 
apart with a hammer and vise.  Grind the inner race down until it 
is thin in two places 180 degrees from each other and then crack 
the inner race with a cold chisel.
Take care not to bend the shaft or damage the windings.
