I checked out the gauge and it's fine.  The cable is also in great shape...it 
turns out that the pinion gear that goes inside the overdrive is chewed.  It's 
made of plastic and over the miles it has been chewed up.  If you reverse, the 
cable turns the other way since that side of the teeth is not that worn, but 
the forward direction side of the teeth are rounded.
     It seems as if the pinions are scarce.  Moss says they no longer have 
them, so I will check some salvage yards.  Apparently any pinion from an 
overdrive car from 68 to 75 will work.
