A negative pressure I can understand. This would undoubtedly be a clogged
vent in the cap. Maybe caused by a cork gasket in the cap which is too
thick.

But a *positive* pressure? This too could be a plugged gas cap, but I
don't understand how positive pressure could develop except by the gas
expanding thus expelling air.

Air expands not fuel. A change in temperature from cool night to warm day in 
a tank with little gas in it could build up a bit of pressure from the 
expanding air if not properly vented.
