The voltage stabiliser is located inside the alternator.  If you've a good
manual, it should have a picture of one.

Not too difficult to replace; an hour? Perhaps an hour and a half.

Voltage regulators aren't too dear. UKP7-10, I'd think, though I haven't
priced things there for a long time. Something like US$13 or so; I'd also
purchase a rectifier (US$15 or so) since they often go dodgy with the
regulator.  Luck.
