I agree up to a point.

If the carb setting is good,it is very responsive 
and more powerfull than ZS or SU (at least I feel so).  
I love the weber carb. It's great.

But there are other consideration.
The weber has the defect point.
You mentioned ~20% loss in gas milage.
Generally speaking,the weber carb loss the gas
and setting is delicate(if you want to the best condition).

I feel I should mention that the engine vibration increase  
and the parcolation(spelling??  A phenomena the gas boil in carb or fuel hose)
happen from engine heat.

Still more,(On the whole),1500 engine is not high speed rotation type. 
The weber is suited to the high speed rotation.

So I feel that
if midget 1500 engine is stook,the weber carb is way too much for the engine
(Especially US type(low compression engine)).


My 79'midget has weber 40 dcoe and stage 3 tuning engine.
I made a great effort to set up.
Now I get a good setup.
Things are pretty good.
I enjoy my midget.
