Hi Steve..
Yes both hi and low should work. Disconnect bulb and check that wire is
hot in the low mode. If yes, then jump a wire from the high terminal on
the harness to the low terminal on the bulb and see if it works. If it
does not work, you have a coouble of bad bulbs.
