In my experience, Rustoleum is no different from any other paint as far as
preventing rust.  I use Corroless on rusty metal, and even when
un-topcoated and exposed to the elements, it hangs in there better than
anything else.  I have used Corroless on the backside of fenders, with 3M
rubberized undercoating over that, so I know they are compatible.
