Today, it actually did it while idling. I sat there and watched the
needle snap back and forth between 50 and 55, about once per second.

Slightly sticky oil pressure relief valve. Install a new valve plunger,
and lap the seat a bit while you're at it, and the oil pressure should
steady up nicely. A bit of a pain, being that the P/R valve is tucked in
nicely under the rear of the exhaust manifold, but a relatively cheap fix
otherwise.
