Carl - sounds like the regulator is OK judging by the results observed with it
unscrewed from the bulkhead (it is this physical connection that gives it the
ground required to produce the 'regulated' voltage, without it it produces the
full 12v at the output. Have you changed your tank or sender recently? It is
not unusual to get this problem if you have. Fortunately, and in any case, the
gauge is adjustable. Look on the back and you should see two holes in the case
beside the terminal posts - they may be covered by a cork disc. In the hole
you
should find a slot. Put a good-fitting screwdriver in the slot and twist to
adjust the full (slot nearest 'full' end of gauge) and empty as desired. Make
sure the screwdriver is a good fit, on two gauges I tried the thing you are
twisting was very stiff, a poor fitting screwdriver could round-out the slot.
