Bob,
        Manifold vacuum is at its lowest at wide-open throttle, and 
generally highest at idle or low throttle positions.  That's why 
many of the "fuel economy" gauges are simply vacuum gauges, marked 
"poor", "fair", "good", and "excellent" as vacuum increases.
