Ray,
I'm not sure about the law but I have seen old (30's) tail lights that were
amber with red brake lights but this may have been before dual filament
bulbs. (Just guessing) On the MG light the bottom is amber but there is a
red reflector on the back of it which is transprent. So you could make a
3rd hole and add another bulb to that area and have red light shining to
the rear. A dual filament bulb could give an extra brake light and maybe
help if one of the other bulbs burn out. 
I probably won't be doing it any time soon, though.
