IMHO, things to check first:

1. Fan belt wear would reduce your fan's efficiency.
2. Add an electric fan.  One with an adjustable thermostat you can adjust is a
nice touch.

Have had the same problem, but discovered the electric fan wasn't turning on at
proper temp.  I think if you were able to increase the air flow through the
radiator at slower speeds it would correct the problem.  A new electric fan is
certainly less expensive than replacing a cracked head.
