        The "whoosh" may be the cheap and easy fix.  The tank has to be vented
in some fashion or the fuel pump will pump away creating a vacuum in the
system.  Try removing the fuel cap and see if you can get fuel to the
filter when the car is idling.  If this works, you need a vent in the
system somewhere and the easiest would be a vented gas cap.
