Tom,
Use 185/70R14 tires on your LE. These are very common and very cost
effective. I have used this size on all my B's, and currently have them on my
79 which has LE wheels.
Horn/signal switch: Replace switch or sometimes you can disaasemble these and
clean the contacts. I have also done this on many cars.
Battery hold down: That's it. No hardware involved with this installation.
