I'm not sure what the problem is but the best way that I have found to
remove plungers or brake pistons is to shoot some air into where the
hydraulic line connects.
This will force the plunger out, just be sure to hold a rag in front
to catch the parts. Be sure also to inspect the bore with a light to make
sure that there isn't some small seal still stuck in the bottom.
