Two thought come to mind.
Cheapest First: Is your thermostat really opening? If so, at what
temperature? Most manuals show a method of testing this on the kitchen
stove. You suspend the thermostat and a meat or candy thermometer in a pan
of water so neither is touching the pan itself. Then turn on the stove and
watch the thermostat to see at what temperature it opens. While you're
there, make sure it opens all the way.
Second: I wonder if your radiator is plugged up. Yank off the radiator cap
and look into the tubes. Are they crudded up with corrosion? If you remove
it yourself, you can have a radiator 'rodded out' at a shop for about $60.00
which should include adding a drain tap.
