Wiper Wheelbox Problem

The chome nuts on the wiper wheelboxes won't come of on my '71 B.

Two won't turn without extreme prejudice.  The third is turning but not coming
off.  Seems the sleeve it is threaded on to is spinning.  

Should I use a channel-locks on the rubber sleeve under the facia to hold the
sleeve within it?  I am at a loss.  Tempted to cut them off or use heat.  There
must be a secret to it.
