Ideally the column shaft  should pass through the centre of the firewall
hole, I suppose, but the critical thing is that the column shaft and the
rack shaft should be correctly aligned with each other.

If this alignment is correct but the column shaft is rubbing on the
firewall, then maybe you could alter the rack shims appropriately then
realign the column to get a better fit.
