I had this happen a few times with a ring gear with excessive wear, chewed
up cogs, etc.  either with a B or with a Land Rover.  Also, might be a weak
spring on the starter.  Another way out besides rocking it in reverse was
to turn the starter motor with a wrench until the gear retracted.
        With one of the above, I was able to get an old fashioned machinist
to machine the teeth on the other side of the flywheel so it could be
turned over (that was probably the LR).  Hope this helps.
